NAPE C PUNJAB CIRCLE HELD AT 

JALANDHAR ON 01.09.2017

Central Working Committee meeting of National Association of Postal Employees Group C Punjab Circle was held at Hotel City Classic Jalandhar City on 01-09-2017 under the president ship of Circle President Saurabh Mittal. The main agenda of the meeting was to discuss the problems being faced by postal employees due to shortage of staff, MACP benchmark, infrastructure problems, cadre restructuring, and review of union activities. The representatives of the association from all over Punjab Circle attended the meeting. While addressing the members Saurabh Mittal told that no new recruitment has been done in the Postal Department from last 3 years due to which the shortage is increasing day by day due to the regular and voluntary retirement of the employees. He also said that department is adopting new technologies but to implement these technologies sufficient staff and proper infrastructure is not available. Saurabh Mittal also told that National Union has formed new body in Ferozepur Division and now National Union of Gramin Dak Sewaks is going to be formed in all divisions of Punjab Circle very shortly. Sh.Dharam Pal Singh, Asst. Circle Secretary Punjab and Divisional Secretary, Jalandhar Division welcomed all the CWC members at Jalandhar and while addressing the meeting told that no recruitment has been made of sportsperson in Punjab Circle for last 10 years and there is urgent requirement to fill the vacant posts. He also told that efficient and honest services of postal staff during the time of demonetisation should be appreciated. He also asks all the Divisional Secretaries to take items regularly in their monthly meetings with Divisional Heads for the welfare of staff.
All CWC members discussed their problems facing in their respective postal divisions. Members also discussed the problems being faced daily due to non availability of proper UPS backup and old and obsolete computers and printers. Postal Staff has to work for double or triple seats due to shortage of staff. Sh.Baljinder Singh, Circle Secretary assured the members that their problems will be taken up with the Circle Administration and if the solution will not be provided then will be taken up at Directorate New Delhi. Sh.Anudeep Sharma, Divisional Secretary National Union RMS told the members about new Projects of India Posts which are coming and also ask them to adopt security measures regarding their passwords.
          On this  occasion  Chandan Kalra Divisional President, Anudeep Sharma, Harpal Maluka Bathinda, Harish Sharma Mohali,  Pardeep Dhawan Manmohan Kapoor Ferozepur, , Kakshdeep Yogesh Thakur Phagwara,  Gurmukh Singh Gurdaspur, Parneet  Singh Patiala were also present.

Letter from GS to Secretary demanding revision of bench mark for MACP from Very Good to GOOD

Sub: Revision of bench for MACP on par with Promotion – reg.

Ref: Your office lr No.20-45/2016-SPB-II dated 28-2-2017.


We are compelled to add the following submission, in continuation of previous letters, on the subject of the reverting the bench mark of “Very good” for upgradation in MACP to that of “Good” (as it was prior to VII CPC )

The VII CPC opined that the performance related career progression should be in place for giving promotion and for  that matter, even for granting increments too. Accordingly  the bench mark for up gradation in MACP has been revised as “very good” amending the para 17 of MACP order dtd 19.5.2009 Now the instruction in the latest orders of DG in OM no 20-45/2016-SPB II dtd 28.2.17 clarifies that the promotion can be continued to be given with “GOOD” bench mark.

 It is an irony that the up gradation( MACP), which is  contemplated to be a merely placement on personal basis in higher grade pay without any ascendancy/ change  in designation , classification or higher status  as per the provison of the para 16 & 19 of the MACP order ibid.Naturally it follows that upgradation is not par with promotion in its character and can not therefore command any aspects more than the  pre-requisites meant for promotion . It is the reason why the up gradation is exempted from roster applicability .Further in case of pending disc cases/ punishment etc also  the upgradtion process  is required to observe the same rules governing the normal promotion  and provision in fo CCS (CCA) Rule 1965.
                                                                                                                                
The upgradataion, which is personal to the employee is therefore slapped with a stringent stipulation and have been isolated to the disadvantage of an employee from the equilibrium they have been accorded  so far with that of promotion .Resultantly  a scheme of lesser kind which gives only financial upgradation is invoked with a higher eligibility criterion than a  another , which changes very  status , pay and designation etc.

This infirmity in having two level of bench mark for uprgaradation and for promotion is requested to be removed by making the “GOOD” as bench mark both as hitherto and render justice.

Letter on continuation of PO&RMS Accountant Special Allowance

Sub:  Request to continue  the Special Allowance to PO&RMS Accountants wef 1-7-2017 itself.
                We are organized to realize the facts of discontinuance of Special allowance to PO&RMS accountants w.e.f 1.7.2017 as per the implementation order of MOF. We submit here with the following reasons as to why the allowances to PO&RMS Accountants should be continued on duly taking up the matter with MOF availing the chance given to do so by the said OM.
                The PO&RMS Accountant are on qualifying in examination were empanelled as separate entity and promoted as LSG accountants as per the year of passing.  They were placed in the scale of 360-640, above the PA and below the LSG’s up to 1992. They were not given the TBOP which was implemented from 1993 for the only reason that they were not borne on PA Gradation general line list. Subsequently when they were doomed to loose the BCR, also the PO&RMS Accountant were given an opportunity to switch over to general line forfeiting the scale 360-640 by giving an onetime option/life time option. But owing to the fact of their qualification in the prescribed examination and a need for to work in Supervisory nature of duties like fixation of Pay, Posting of Service books etc.. the PO&RMS Accountant were given a special pay Rs.90/-.
                However as this Special pay were to be taken for fixation of pay while they were granted TBOP/BCR as per various court orders the special pay was doubled as special allowance during 5th CPC contemplation and came effective from 1.4.1998. This special allowance which was granted in lieu of forfeiting a higher scale was continue to be given and now earmark for abolition.
                We are with firm belief that the allowance if discontinued is nothing but denial of natural justice that has been accorded to them in the past on the basis of valid and bonafied reasons. Hence we request you to  not to kindly discard the sprit which the special allowance was allowed and to take up the matter with MOF in order to ensure the continuance of the same.

Exemption demanding for reemployed ex-servicemen from LR PA

Sub:  Exemption of Re-employed Ex-Servicemen from LR

This is regarding the  some measures  that are required to be ensured  to upkeep the welfare of the Ex service man who are appointed in our department as Postal Assistants  applicable quota .

The reemployed ex service man area bestowed with various concession in the serviced matter on their reemployment in the civilian sides by the nodal ministry meant for their welfare.; The first and fore most is that they should be posted to a place in the new employment in and around the native place in order to join the family from whom they have been kept off while serving in the defense.  Nevertheless most of head of the division are not considering this   aspect and instead treat them  on par with the other recruits  of the year in according the preference to which they are due and posting them to faraway places .
The other measure or even an ordeal to which they are subjected to as Postal Assistants is that they are assigned LR ship while they come in the range of eligibility and in turn along with the fellow recruit of the year as per the gradation list. It is really a matter of concern that the ex-servicemen are around 45 to 50 years old at the time of reemployment and cannot be treated as in the way of young fellow recruits. They are deputed to distance place by virtue of being of LR and sometimes their elevation to operative post are delayed for want to junior official in the gradation list .The ex service man who have served in the defense of nation in most remote and inhospitable places along the border do really deserve a solace on their reemployment when the age and health are not their side to undertake the strain of excessive travel etc.


We therefore fervently request you to kindly reiterate all head of the divisions on the posting priority of Ex service man as per the guideline of nodal ministry and also exempt the reemployed ex service man of more than 45 years of age from becoming LR PA as in the same way a TBOP / BCR official are exempted from becoming LR in the event of their becoming junior in any new unit as result of Rule 38 transfers. As the strength of ex servicemen are very meager in any division barring them from becoming LR will not affect the purpose.

Demand for another chance for submitting option for refixation of pay i.e Date of next increment

Sub: Request to get revised option from eligible official for re-fixation of pay on amendment of   Rule of 13 CCS RP –reg.
The DOPT vide OM no 13/12/2017–ESTT(Pay-I) have amended the rule of 13 CCS RP rule  and instructed to follow new methodology in supersession of the method available at the time of notification .
The employees who have been disadvantageous of not getting the difference of Grade pay on their upgradataion /promotion  have revised their opti9nf accordingly on availing the additional one more time provided in clarificatory OM  1-6/2016-IC dtd 29.9.2016 from Implementation  Cell of Department of Expenditure . Now the latest decision of the nodal Ministry in revising the methodology  of fixation of pay to the upgradation /promotion  some of the  official are  bound to get benefit in the revised pay structure wherein the difference of grade pay is allowed to be drawn from date of promotion /upgradation to  the date of DNI. Hence such of the officials are entitled to giving one more option in the wake of new methodology as per rule 6 (1) of CCS RP rule 2016.
Kindly instruct the DDO to get the revised option from eligible official  before the prescribed time limit and re-fix the pay as per the new methodology.
A copy of the OMs referred to above are enclosed for ready reference .

One time absorption from PA to PA(CO/RO) case of AP CIRCLE

Sub: One Time Absorption from PA to PA (CO/RO) cadre – case of AP Circle.

This is regarding one time absorption from PA to PA CCO) (RO) in respect of AP Circle as a Special case due to bi-frication of combined AP  & Telangana Circle.

Consequent on bifurcation of Andhra Pradesh State into two states, Andhra Pradesh Postal Circle has also been bifurcated into two Postal Circles, namely, Andhra Pradesh & Telangana w.e.f. 01.07.2016 vide Directorate Lr. No. 38-3/2014-PE-II dated 01.07.2016. As per the bifurcation formula / agreement, Circle Office has been divided and 48 PA (CO/RO) posts were transferred to AP Circle Office, Vijayawada, which includes about 11 vacant posts and 37 PA (CO/RO) officials.

(1)           As most of the officials have expressed unwillingness to come & join at AP Circle Office, Vijayawada, some of the senior officials were adjusted against the existing vacant posts at CO, Hyderabad and finally around 21 PA (CO/RO) officials joined at Vijayawada during Feb-2017. Under these circumstances, there are about 13 vacant posts in CO, Vijayawada and another 17 vacant posts at RO, Vijayawada / Kurnool / Visakhapatnam Regions in PA (CO/RO) cadre as on date.

(2)           In view of the above vacancy position, several PAs have applied for absorption from PA to PA (CO/RO) cadre as one time measure as was given in several previous occasions. The last / recent one time absorption was granted vide Directorates orders in Lrs. No. (i) 141/32/2006-SPB-II dated 23.06.2006 and (ii) 141-31/2010-SPB-II dated 15.12.2011 in the combined AP Circle.

(3)           Further, it has been decided by the Directorates vide Lr. No. 141-66/93-SPB-II dated 24.04.1997 ‘that the existing PAs/SAs of Operative Offices working in Circle Offices / Regional Offices, may be permitted to be absorbed as PA (Circle Offices) as on one time measure.’

(4)           Accordingly, all the requests were examined at RO/CO level and the cases / requests of the officials who are working / have worked at least for a period of 4 years at CO/RO on deputation basis were considered and recommended for one time absorption from PA to PA (CO/RO) cadre in the available vacancies.

(5)           The then Chief Postmaster General, A P Circle, Vijayawada had recommended 26 cases (13 cases each from Vijayawada and Kurnool Regions) for one time absorption to PACO cadre vide Lr. No. ST/Absorption/ 2016 dated 19.01.2017. Subsequently another 9 cases from Visakhapatnam Region were also recommended. Later, the present Chief Postmaster General, A P Circle, Vijayawada also recommended one case of Smt. Gnaneswari, PA, Telangana Circle for one time absorption to PACO cadre, in AP Circle vide Lr. No. ST / Absorption / 2016 dated 27.02.2017.

(6)           Thus, a total of 37 cases were recommended for one time absorption from PA to PA (CO/RO) cadre. All these PAs have completed 7 to 28 of service in the Department and around 30 PAs are working in ROs on deputation basis as on date since 6 to 16 years with dedication, sincerity and utmost satisfaction of superior authorities. 

(7)           Subsequently, Directorate while examining the above matter has called for certain information relating to vacancy position and also for specific recommendations of the Chief PMG, restricting the cases / recommendations to the extent of actual number of vacancies available as on that date for considering the matter. But, the required information was not furnished to Directorate despite several communications. Instead, some views / remarks (against the proposal of one time absorption from PA to PACO cadre) of the Chief PMG were sent to Directorate during April-2017. 

(8)           Finally, the competent authority, i.e., Secretary (Posts) has considered the matter and accorded necessary orders / approval vide Lr. No. 22-194/2016-SPB-II dated 28.04.2017.

(9)           It is learnt that similar orders granting one time absorption from PA to PA (CO/RO) cadre were issued to Telangana / Maharashtra and some other Postal Circles and the said orders were implemented. But, unfortunately, the said orders are not implemented in AP Circle where there is much need / requirement than in other Circles as only skeleton staff were allotted & joined from CO, Hyderabad.


(10)         But, in respect of AP Circle, the Chief PMG, has referred the matter to Directorate for reconsideration of entire issue stating that Service Unions are opposing & the matter of deputations to CO/RO is under review etc. This is not true as no Service Union has opposed this.

(11)         Now, Directorate vide Lr. No. 22-194/2016-SPB-II dated 03.07.2017 has withdrawn the earlier approval / orders issued vide letter dated 28.04.2017.    

(12)         All the PAs whose cases were recommended & approved for one time absorption have been working in ROs for nearly 6-16 years. After bifurcation of AP Postal Circle into AP & Telangana Circles, and after reducing the notified vacancies, there are sufficient number of vacancies available in PA (CO) cadre in AP Circle Office / Regional Offices to implement the measure / approval of one time absorption issued by Directorate on 28.04.2017.  mentioned Directorate’s orders.

(13)         Further implementation of one time absorption will have several advantages as under:
(a)   After one time absorption, regular vacancies will arise in Divisions thereby the said vacancies can be notified and recruitment can be made to improve the staff strength.
(b)   Pending Rule-38 transfers can be considered in the resulting vacancies which will be helpful to several PAs (particularly i/r/o spouse cases pending since long for want of vacancies.
(c)   One time option provided to Divisional Cadre Officials (i.e., PA cadre from AP to Telangana and vice versa) due to bifurcation of State can also be considered in the resultant vacancies.
(d)   Thus, one time absorption from PA to PA (CO/RO) cadre will have multiple benefits to staff working in PA cadre in Divisions, besides improving the staff strength in Divisions.
(e)   With the absorption of PAs working in the Department, having experience in administrative matters / RO, the quality of work in administrative Offices like CO/RO will definitely improve and streamline functioning of newly established Circle Office at Vijayawada as most of the PA (CO/RO) allotted from CO, Hyderabad to CO, Vijayawada are not having sufficient experience and they are having just 2 to 5 years of service.
(f)    Instead of going for Direct Recruitment through Staff Selection Commission to fill up the existing vacancies, it is just and proper to give an opportunity to the PAs/SAs of the same Department who are already working in RO/CO on deputation basis as a onetime measure for absorption to PA CO/RO cadre. On joining of experienced staff by way of onetime absorption, the quality of work and functioning of newly formed CO, Vijayawada / ROs of AP Circle will be definitely much better than now.   
(g)   Further, no financial implication is involved in implementation of this measure.    

(14)         There is no change in recruitment rules as well as policy / guidelines of the Department in the matter of one time absorption from PA cadre to PA (CO/RO) cadre since the initial approval granted on 28.04.2017 to till cancellation of the said order on 03.07.2017.    onsequent on bifurcation of AP Postal Circle into two Circles, Telangana and AP, there are several vacancies in PA (CO/RO) cadre in Circle Office, Vijayawada as well as in Regional Offices, Vijayawada / Kurnool / Visakhapatnam as most of the staff from Circle Office, Hyderabad, Telanmgana State are reluctant to come to Vijayawada.

(i)           The Postal Assistants / Sorting Assistants who are already working at Regional Offices since 10 to 15 years on deputation basis have applied for one time absorption from PA/SA cadre to PA (CO/RO) cadre as was given in several previous occasions.

(ii)          As per  Directorate Lr. No. 141-66/93-SPB-II dated 24.04.1997, the existing PAs/SAs of Operative Offices working in Circle Offices / Regional Offices, may be permitted to be absorbed as PA (Circle Offices) as on one time measure.’  Accordingly, the Head of the Circle taking into the criteria of seniority and administrative experience of the officials, has   recommended 37 cases against the available vacancies for one time absorption from PA to PA (CO/RO) cadre and thereafter, the competent authority, i.e., Secretary (Posts) has given approval “in principle” for the said proposal vide Order No. 22-194/2016-SPB-II dated 28.04.2017.

(iii)         Similar orders were issued to several other Postal Circles, namely Telangana / Maharashtra / Chattisgarh etc., along with AP Circle. All other Circles have implemented the said orders, except, AP Circle.

(iv)        It is learnt that the CPMG, AP Circle has given some adverse report to Directorate on the above subject, thereby the Directorate has withdrawn the earlier orders / approval issued on 28.04.2017, vide Memo dated 03.07.2017, causing great injustice to the 37 officials whose cases were already approved by the competent authority.

(v)         Further, no financial implication is involved in this case, as both PA and PA (CO/RO) are having same Scale of Pay and Recruitment Rules are also one and the same. This is just transfer of officials from one Unit to other Unit of the same department under the provisions of Rule-38 of Postal Manual Volume-IV. After one time absorption of PAs/SAs to PA (CO/RO) cadre, the resultant vacancies in PA/SA cadre will be filled in under Direct Recruitment through Staff Selection Commission which is a regular process. 

(vi)        Also all the PA (CO/RO) who came from Telangana Circle are junior most officials having less than 5 years service. One time absorption of PAs to PA (CO/RO) cadre who are having 8 to 28 years of service and having good working knowledge / experience in administrative Offices like RO/CO will be an added advantage in the functioning of newly established AP Postal Circle Office, Vijayawada.


(vii)       Though the cause of applying for one time absorption from different parts of the country as cited above at Point No.(iv) is one and the same, the same is much needed for residual Andhra Pradesh Circle in view of the skeleton staff allotted.  Unfortunately, orders dtd. 28.4.2017 for one time absorption issued by Directorate are implemented in all other Circles except A.P.Circle.    

In view of above facts my union request for immediate intervention in the matter and may issue  favorable orders in the light of natural justice

Gist on review meeting (2.8.2017) on Cadre Restructuring of Postal Group-c



The first review meeting on Cadre Restructuring was held on 2.08.2017 Directorate  under the Chairmanship of Sri Charles Lobo, CPMG, Karnataka Circle with all Federations. On behalf of FNPO Sri D.Kishanrao, General Secretary NAPE Group-c, Sri R.Saravanan and Sri Vasireddy Sivaji, Asst. Genel. Secretaries are participated and deliberated with valid points for the betterment of the Cadre Restructuring without keeping it on hold.  Gist from outcome of the meeting is as follows.
1.     As per Cadre  restructuring orders dated 23.5.2016 total  26494 posts have been identified as LSG based on Sanctioned strength of PA cadre.
2.     Actually there are 18610 class ‘C’ and ‘B’ post offices at present and resulted 7884 posts were found as excess and allotted to Circles.
3.     To ensure equal distribution of posts among circles that are going to be identified over and above the C and B class offices in proportion to respective PA strength.
4.     The Circles which are allotted lesser number of posts than the extent of B and C class offices will be made good by diverting the posts from the Circles where surplus posts are available.
5.     Revised list of allocation of posts Circle will issued in super session of the previous orders dated 23.5.2016
6.     Identification of all B and C class offices as LSG is mandatory. If any surplus allocation is it will be identified among the PA posts in the following order preference in the pre cadre restructuring status.
a)     3 PA posts will be upgraded to LSG in each Gazetted HOs
b)    2 PA posts will be upgraded to LSG in  each  HSG-I and PM Grade III HOs
c)     1 PA post will be upgraded to LSG in each  HSG-ii and Grade II HOs.
d)    1 PA post will be upgraded to LSG in PM grade iii, HSG-I, MDG SOs
e)     1 PA post will be upgraded to LSG in PM grade ii and HSG-II SOs
f)      In-charge of PLI CPC  ( One)
g)     Accountant in Divisional office/PSDs
h)    Accountant post in Head Post Offices
7.     In respect of circles, where implementation is CR partially completed  the post which are  identified other than the above post will be de-identified after the present incumbent vacates(a request has been made to the committee for considering the request) .
8.     The promotion of LSG is in Circle Level on the basis of CGL and allocation will be done to RO which in turn will allot the officials to the Divisional Heads concerned for posting.
9.     NO DIVISIONALISATION OF LSG WAS AGREED TO.
10.            One time relaxation of the recruitment rule for reducing the minimum qualifying service to HSG-I and HSG-II post from the feeder cadre will be taken up with the DOPT immediately.
11.            The LRPA strength will be computed based on the strength of PA and LSG posts to meet the leave arrangements in LSG level also. 
12. 
NFG will b given to the seniomost HSG I officials  to the extent of allocation   on identying the same post they are working at the time becoming eligible. In otherwords the HSG I officials will get NFG without suffering dislocation..
